Editorial ethics

• The editorial staff of the journal monitors compliance with publishing ethics and confidentiality. The Journal strives to ensure publication ethics and the quality of articles, while adhering to generally accepted standards of ethics for scientific publications, based on the following documents:

• When deciding on the publication of articles, the editorial staff adheres to the same principles:

– the use of clear criteria of authorship;

– strict compliance of publications with the criteria of the journal;

– confidential handling of manuscripts;

– facilitating scientific discussions.

• The editorial board guarantees an objective and unbiased assessment of all articles, regardless of the nationality, gender, religion of the author, etc.

 • The editorial board does not allow economic considerations to influence the assessment of the content of manuscripts and compliance with ethical standards.

• The editorial board takes measures to ensure the high quality and originality of the published articles.

• The editorial board notifies the authors that their submitted manuscripts are subject to external review.

• The editorial board has the right to reject or accept a manuscript based on formal grounds (compliance with the journal’s subject matter, absence of plagiarism) and the review received.

Compliance with standards of ethical behavior is expected from all stakeholders: the editorial board, authors, editors, and reviewers.

The journal’s policy regarding authors, authorship, and co-authorship

• The editorial board reviews all allegations of unethical behavior by authors of articles approved for publication, as well as those already published. If the statements are confirmed, the editorial board has the right to withdraw the article or terminate cooperation with the author. The editorial board also has the right to publish a rebuttal and take other measures to curb the author’s unethical behavior.

• The editor should not use unpublished information in his own research without the written consent of the author. Editors should take reasonable measures in response to ethical claims related to the submitted manuscript or published article.

• The editorial board avoids situations in which there may be a conflict of interest in relation to the manuscripts under consideration.

• The editorial board has the right to make editorial and proofreading changes to the article that do not distort the meaning of the text and do not affect the main conclusions of the publication, without the consent of the authors.

• Only manuscripts with a clear and unambiguous opinion are accepted for publication.

• The editorial board ensures compliance with the stated deadlines for reviewing, preparation for publication and replication of the journal.

• Corrections, clarifications, and refutations are published if necessary.

• If errors are found in the articles, the necessary corrections or refutations are published in the next issues of the journal.

• The published materials do not necessarily reflect the point of view of the publisher or founder of the journal (Voronezh State Technical University), as well as the editorial board and editorial staff of the journal. The editorial board and the editorial board are not responsible for the accuracy and reliability of the information provided by the authors.

• The editorial board takes all possible measures to exclude cases of plagiarism or the use of deliberately distorted data in articles.  Plagiarism in all its forms is unethical behavior when publishing and is unacceptable.

• The author is responsible for the scientific value of the article and guarantees the originality of the submitted material. The authors must ensure that all data in the article is correct and authentic.

• Relatives or spouses cannot be co-authors in the same article.

• When submitting an article, the author guarantees that more than 70% of the article has not been and will not be published in other print and/or electronic journals, except for the preliminary version.

• Submitting the same manuscript to more than one journal at the same time is unethical publishing behavior and is unacceptable. Authors should not submit articles describing essentially the same research to more than one journal.

• The author must provide the source materials of the research at the request of the editorial board in case the editorial board or the reviewer has any questions or doubts.

• If there are comments from reviewers and errors are identified in the text of the manuscript, the authors are required to participate in their correction.

The procedure for reviewing complaints and appeals by the journal

Appeal against the decision to reject an article based on scientific content:

The editorial board reviews the arguments of the authors set out in the complaint and sends it to the reviewer who concluded that publication was impossible. The reviewer gets acquainted with the arguments of the author and can leave his decision in force or review it and recommend the revision of the article or its publication. It is also possible to involve another reviewer to obtain an independent opinion. The applicant is informed of the relevant decision. The decision on the appeal is final.

Complaint about the conduct of certain procedures during the passage of the article:

The editor-in-chief or his deputy comprehensively examines the issue, finds the best solution to the current situation, develops recommendations for improving the work. The results of the improvement of procedures and processes in the editorial office are communicated to interested parties.

Complaint about violation of publication ethics:

When reviewing complaints about publication ethics, the editorial board is guided by the principles of the documents listed above (COPE, Elsevier, etc.). In difficult cases, the issue may be submitted for discussion by the Editorial Board of the journal.

Conflict of interest/competing interest policy

• The editorial board of the journal proceeds from the inadmissibility of using the manuscripts submitted for consideration of the issue of publication of articles for purposes other than evaluation and publication of the article by all participants in the process of preliminary evaluation, editorial and publishing processing, reviewing without the written consent of the author (author’s team).

• When submitting a manuscript for preliminary review, the author is obliged to disclose relationships that allow questioning the reliability of the results of the submitted research (conflict of interest), including cooperation with third-party organizations, sources of funding within the framework of the research (including grants, speaking at scientific events, lectures, training seminars, consultations), as well as other relationships or actions that can be perceived as influencing or potentially influencing the results of the presented work.

• If there is a conflict of interest, the author may ask to exclude a particular editor from consideration of the article he/she has sent.

• Editors and reviewers should declare a potential conflict of interest that may influence the decision of the editorial board.

• If there is (or is revealed to be) a conflict of interest between the editor or reviewer and the author of the article, the article is transferred to another editor or reviewer, respectively.

• The evaluation of the article should not be biased. The existence of a conflict of interest, which is stated by one of the participants in the review and review process, should not in itself lead to a refusal to publish, since the most important criterion for evaluating a manuscript is its scientific quality.

Journal publication policy regarding data exchange and reproducibility

This policy is based on the guidelines of the Committee on Publication Ethics (COPE), in particular:

• Authors are encouraged to include as additional materials datasets or code that demonstrate the results of the article;

• Authors are encouraged to share data and make it public in cases where this does not conflict with the protection of their intellectual rights or other legitimate privacy considerations;

• Authors are encouraged to refer to the data and submit a statement on data availability at the end of the manuscript: the statement tells the reader exactly where the research data related to the publication is available and under what conditions it can be accessed;

• Authors are encouraged to post research data and descriptions of the analytical methods they use in a reliable public repository;

• the above recommendations and suggestions to the authors are welcome, but are not mandatory, in addition, the consent or disagreement of the authors to provide access to their research data does not affect the decision to publish the manuscript.

Ethics in reviewing articles by reviewers

• The reviewers are appointed from among the leading experts in the field of technology under consideration (the presence of an academic degree is strictly mandatory).  A co-author of an article, a supervisor, or a consultant to one of the authors cannot be appointed as reviewers.

• Peer review of articles is carried out anonymously (using the “double-blind” review method, in which the names of the authors and reviewers are not disclosed).

• The editorial board requires reviewers to make an objective judgment about the articles they consider.

• The editorial board organizes the review process in such a way as to avoid conflicts of interest between the reviewer and the article itself, its authors and/or the sources of funding for the relevant research.

• Reviewers should identify the facts of using fragments of previously published works in the manuscript without indicating this.

• Any selected reviewer who considers himself insufficiently qualified to review the research presented in the manuscript or knows that its rapid review will not be possible, should notify the editor and abandon the review process.

• Reviews and subsequent responses may not contain defamation. Personal criticism is not accepted. All conclusions must be justified. 

• A positive or negative review is not enough to accept or reject an article. The final decision on whether to accept the manuscript, return it for revision, reject it, or send it for additional review is made by the editorial board.

The journal’s policy regarding intellectual property and publication content

• All incoming manuscripts are checked for plagiarism and the correctness of the data used. Submitted manuscripts must correspond to the subject of the journal, otherwise they will be rejected.

• The material should be clear, complete, logical, and well structured. All basic assumptions should be justified, and figures and tables should be appropriate.

• Terms and definitions should be generally accepted. If the author introduces a new term, it is necessary to give a clear definition of it, as well as explain why it is necessary to introduce a new term.

• Authors must follow the rules for writing and formatting articles for publication in the journal.

• The manuscript should contain a complete list of sources used, including foreign ones. The number of references to the authors’ works (self-citation) should not exceed 25% of the total number of sources used. References to the authors’ works should correspond to the topic and content of the article.

• The source of financial support for the study is indicated (if any). All sources of financial support for the project (grants, government programs, etc.) should be listed on the first page of the manuscript.

• Articles that have already been published in other journals, including in foreign languages, are not accepted for republication without the written permission of the editorial board of the journal in which the article was first published.

 • The article should not contain materials that cannot be published in the public domain in accordance with the current legislation of the Russian Federation, which must be confirmed by an appropriate conclusion (act on the possibility of open publication).

• If the author finds an error in an already published article, he must immediately inform the editorial board.

The journal’s possibilities for discussing and correcting publications after their release

• Minor violations can be corrected by publishing official explanations. Significant violations result in the removal of an article from publication with a notice about it on the pages and on the journal’s website.

• If the author identifies errors in an already published article, the author should notify the editorial board as soon as possible, especially in the case of errors that may affect the interpretation of the results or cast doubt on the reliability of the information.

• If the editorial board has received reasonable information about the presence of significant errors in the published article from third parties, the editorial board notifies the author responsible for correspondence, demanding that the errors be corrected as soon as possible or the statement of errors refuted with the necessary evidence.

• Deficiencies that become apparent when new scientific information becomes available during research do not require corrections or removal of manuscripts.

• The editorial staff interacts with the team of authors through the author responsible for correspondence. He is also responsible for reaching agreement in the author’s team based on the results of such interaction.

• In cases of unintentional errors, depending on the significance, severity and impact on changing the direction or significance of the results, interpretations and conclusions of the article, the editorial board may decide to correct or withdraw (retract) the article (possibly with re-publication). The article is retracted when the article contains serious flaws or erroneous data. The review of the article is carried out upon the official request of the editorial board of the journal or the author.  If the author or co-authors find it necessary to withdraw the article, they contact the editorial office, explaining the reason for their decision. The editorial board responds to the authors and, if there are grounds for retraction, performs it independently. 

• According to the recommendations of COPE, the grounds for revoking an article may be, for example:

– the presence of illegal borrowings (plagiarism) in a significant amount; 

– duplication of an article in several editions; 

– detection of falsifications or fabrications in the work (for example, falsification of experimental data); 

– the discovery of serious errors in the work (for example, incorrect interpretation of the results), which casts doubt on its scientific value; 

– incorrect composition of the authors (there is no one who deserves to be an author; persons who do not meet the criteria of authorship are included); 

– hidden conflict of interest; 

– re-publication of the article without the author’s consent; 

– other violations of the journal’s ethical principles. 

• Retraction is possible with the re-publication of the article (republication).

• Republication of the article with corrections is carried out in the following cases:

 – significant factual errors or inaccuracies (incorrect citation, incorrect wording, incorrectly stated facts, errors in calculations, leading to significant inaccuracies in the article);

 – errors affecting the detectability and citation of the article (changes in the composition or names of authors, affiliations, titles, annotations, etc.);

  – multiple typos, when such corrections do not change the direction or significance of the results, interpretations, and conclusions of the article. The purpose of corrections made to an already published article is to provide the reader with correct, accurate information and eliminate erroneous data. The initiator of making changes to an article after publication may be the author(s), the editorial board, or third parties.

• The procedure for republishing the article with correction:

1. After agreement with the author of the changes, a correction notification article entitled “Correction to the article “Title of the Article””, which contains a detailed description of the essence of the changes, the text with the corrections and a link to the original version of the article, is published in the next issue and included in the Content of the issue. It is also indicated on whose initiative the republication procedure is being carried out. 

2. The online version of the original article is being replaced. On the original article page of the magazine’s website:

  The pdf file of the original article is replaced with a corrected pdf file.;

  Information about the changes is added to the “Abstract” field, indicating the link to the notification article and the date of the changes. No changes are made to the printed version of the original article.

3. Information about the changes is transmitted to the NEB (elibrary.ru). Corrections of spelling errors, typos, and formatting styles are made at the discretion of the editors. Messages about such corrections are not published separately. Changes are being made to the online version of the original article.

Personal Information Privacy Policy

• The Personal Information Privacy Policy (hereinafter referred to as the PIPP) applies to all information about the authors of articles that the publisher and/or its affiliates may receive while using the site. isis.cchgeu.ru (hereinafter referred to as the Website).

• Using the Site means unconditional acceptance of this Privacy Policy and the terms of personal information processing specified therein. In case of disagreement with these terms, the authors should refrain from using this network resource.

• In the framework of this PIPP, “personal information of the author” means:

– personal information that the author provides about himself when submitting an application for publication or when registering on the website (creating an account) or in another process of using the Site;

– data that is automatically transmitted by the Site during its use using the software installed on the author’s device, including IP address, cookie information, information about the author’s browser (or other program that accesses the Site), access time, and the address of the requested page;

– data that is provided to the Site to provide services for the publication of the article: last name, first name, patronymic, registration/correspondence address, e-mail, phone number, date or place of birth, location, photo, link to a personal website or social networks, profession, education, IP address.

• This PIPP applies only to the Site, does not control and is not responsible for third-party sites to which the author can click on the links available on the Site. On such sites, other personal information may be collected or requested from the author, as well as other actions may be performed.

• The Site generally does not verify the accuracy of the personal information provided by the authors and does not monitor their legal capacity. However, the Site assumes that the authors provide reliable and sufficient personal information on the issues proposed in the forms of this resource and keep this information up to date.

• The website collects and stores only those personal data that are necessary for the publication of the article.

• Personal information of the authors can be used for the following purposes:

1) identification of the party within the framework of agreements and contracts with the Site;

2) providing personalized services and services to authors;

3) communication with the authors, including sending notifications, requests and information regarding the use of the Site, the provision of services for the publication of the article, as well as processing requests and applications from the authors;

4) improving the quality of the Website and its usability.

• The site stores personal information of the authors in accordance with the internal regulations of specific services.

• The confidentiality of the author’s personal information is maintained, except in cases where the author voluntarily provides information about himself for general access to an unlimited number of people.

• The website has the right to transfer the personal information of the author to third parties in the following cases:

1) the author has expressed his consent to such actions by agreeing to provide such data;

2) the transfer is provided for by Russian or other applicable legislation within the framework of the procedure established by law;

3) in order to ensure the possibility of protecting the rights and legitimate interests of the Site or third parties in cases where the author violates the rules of use of the Site.

• When processing users’ personal data, the Website is governed by the Federal Law of the Russian Federation “On Personal Data”.

• The author may at any time change (update, supplement) the personal information provided by him or part of it, as well as its privacy settings, by leaving a statement by e-mail: journal-isis@yandex.ru.

• The Author can revoke his consent to the processing of personal data at any time by leaving a statement to the Website administration by e-mail: journal-isis@yandex.ru.

• The Site takes necessary and sufficient organizational and technical measures to protect the author’s personal information from unauthorized or accidental access, destruction, modification, blocking, copying, distribution, as well as from other illegal actions with it by third parties.

• The Website has the right to make changes to the present Privacy Policy of the PKPI. The new edition of the PIPP comes into force from the moment it is posted unless another deadline is specifically agreed.

• The law of the Russian Federation is subject to the application of this PIPP and the relations between the author and the Site arising in connection with the application of the PIPP.

The journal’s position on electronic backup (if the journal is no longer published)

The purpose of backup is to prevent information loss in case of hardware, software failures, critical and crisis situations, etc. Information of the following main categories is subject to backup: – personal information of the authors (personal directories on file servers); – pdf of published articles; – information about literary references to the article in the DOI system. All this information is publicly available in the Russian Citation Index system on the Electronic Library website. www.elibrary.ru
